This pet can be purchased from Conjurer Margoss in Dalaran (Broken Isles). Players must have the Best Friend reputation with Conjurer Margoss in order to buy Trashy.
Conjurer Margoss' location can be accessed by using Emblem of Margoss. This item that can be fished up from green pools in Dalaran's Underbelly. Using this item will teleport the player to Margoss - he can be found next to a pond on one of Dalaran's floating islands.
Alternatively, players can glide or slow fall from the Pet Battle area in Dalaran to Margoss' location.
Upon first meeting Conjurer Margoss, he will have a quest for the player to fish up Drowned Mana from the nearby pond. Completing this quest will reward 250 friendship.
Drowned Mana is not only the currency used to purchase Trashy, but can also be turned in to Margoss in exchange for friendship. Each Drowned Mana yields 50 reputation.
Occasionally players may fish up Mark of Aquaos. Using this item will spawn a hostile creature, Aquaos. Killing him will turn the small pond into a temporary source of increased Drowned Mana, where successful casts are guaranteed to yield Drowned Mana and sometimes multiple Mana.

How do you kill that which lives in garbage?
I love the lil guy but geez was it a grind!
Took probably 6-8 hours of on and off grind to get enough drowned mana (~900) in order to fully max out Rep and to get the lil guy.Margoss is one greedy old man and buying his friendship took long enough. You can get trashy at max rep, but there is also a mount (water only) and another pet, this one obtainable at the "good friend" rep level. Both pets go for 50 drowned mana each and the mount costs 100.
It took me about four hours or so, with a huge raid farming mark of aquos or whatever the name of the item is, we had the buff up for probably 80+% of the time. If you got a way to increase rep gained, probably worth it.
Margoss's Retreat has phasing, so be sure to use the Dungeon Finder/Premade Groups to look for others. Drowned Mana Currency (used to gain rep/buy items) drops in raid, and the bigger group means more chances to share in the boss, Aquaos and his Drowned Mana 100% drop rate.
When applicable, don't forget to get the DarkMoon buff/Top Hat to enjoy the bonus gains to reputation!
This is the only pet with a flock or stampede ability that has a feigh death ability as well. This amazing set of moves will almost allow you to do a RI type move. It will set the enemy pet up with a stack of 100% more damage and then FD will swap you to your Highest health pet. I see this as becoming the new howl bomb pet. Because you can set your bomb up, swap to Trashy to start stampede, then FD to a high heath pet with Ion Cannon or like ability.
I just got mine, he's not cageable, and he's one of those pets that you can only have 1 of.
Is trashy cageable? i don't have the rep required to get him but i know peeps that are maxed with him and they will get him for me? anyone know?
He does more than "look around" when he's idle - he also will squat and take a healthy bathroom break at your feet. You thought Blizzard was done with poop jokes? You were wrong.
On the plus side, this rude boy is a HUGE pet, and he has a really interesting moveset, too! On the minus, he is not cageable, and only purchaseable at the highest rep with Margoss. But hey, Margoss has another pet available, as well as a mount. Get fishing!
