When reaching certain Renown levels with Loamm Niffen, Newsy will appear and offer a quest (list of quests and associated Renown level can be found here). Completing each quest and reaching max Renown will unlock the final quest that rewards this pet.

Just as the Note says reaching max renown with the Loamm Niffen will unlock a quest that rewards the pet.
