While they DO spawn in Twilight Highlands, I would recommend hunting for them in Grizzly Hills. They are a lot more pets in the Highlands that can spawn as secondaries as opposed to a MUCH smaller number in Grizzly Hills. So even if the primary pet isnt the squirrel, chances are good that one will appear as a secondary in Grizzly Hills. And the level differential isnt enough imo to warrant the headache unless you have a lot of other pets to upgrade in Twighlight Highlands.

Ive ran into alot of rare ones in Twilight Highlands, if you have high enough pets to survive against 3 pets (level 23 each) its worth taking a look :)
