Guilds can unlock this pet by completing the Dragonwrath, Tarecgosa's Rest - Guild Edition guild achievement (Owner of Dragonwrath, Tarecgosa's Rest).
Members must be exalted with their guild to purchase this pet from a guild vendor.

I just got this on one of my alts on trollbane US. We mostly play alliance while I got it on a horde alt. We do have a tiny horde guild which has the achievement as a result. If anyone on trollbane (or our connected ream Malfurion) wants the pet, look for someone in Strike at Dawn (horde side) or manaburners inc (alliance side).
Anyone on Proudmoore alliance faction that has a guild with this I could join to grind rep while leveling to 100 to get this pet from their guild? Message me here or add Kyoshi#1392

i love this pet. it will be the main pet for my dragon themed warrior, at least until i score a mini deathwing, prolly even after. anybody got any team recomendations for this one?
As it happens, the char on which I have the most gold (this one) is in a guild that doesn't have this achievement, so I had to buy her on my Alliance mage, breaking her bank in the process. Completely worth it, if for the cuteness factor. I've just started leveling her, and I really like the way she battles. Good luck to those of you waiting to get her!
