As long as any fragment of this species is found and planted, it will regrow into the same magnificent species as it once was.
Can confirm that as of patch 9.1.5 this is no longer true; any formerly covenant specific item can be used by any character on the same account, regardless of their covenant, including this pet. You still have to be night fae at the time of purchasing this pet, but after bought anyone on the same account can use it, and you can use it even if you leave night fae for another covenant.
Sadly, according to the WoW forums, many people have reported this as a bug and have gotten no response. It is extremely frustrating. This is my first 'covenant only' pet so I don't know if others have the same issues or it is only Trootie, but having this covenant exclusivity seems to negate the idea of account wide pet stuff.
As it stands at this point it's also not possible to lvl this cutie with a lvling team. It won't appear in your team when you wish to start the battle. However, it is possible to throw some lvling stones on it and get it lvld this way. I find it disappointing that you have to pay so much anima (and the other stuff) for a pet that you only can summon on the char you bought it with and than - as it turns out - not even is possible to get lvld in a normal way.
I acquired this today and the character that bought it is the only one that can use or summon it. I assume its either a covenant exclusive, or a renown level requirement. Either way, its very disappointing to not be able to use it with other characters. Renown level required 27, Night Fae covenant.
