After restoring the Stillstone Pond Lesser Keyflame in northern Hallowfall, players can purchase Sparkbug Jars from an NPC that spawns, Taerry Bilgestone, for 2 Radiant Remnants. Using this item while walking along the southern water shore nearby will trigger emotes from Sparkbugs, and will eventually spawn the Hallowfall Sparkfly. Note that it may take some time for the lootable sparkfly to show up.

This hallowed firefly's glow scours the darkness, a welcome omen for the Arathi living in Hallowfall.
The first 4 I clicked each gave me one!
The vendor at the Stillstone Pond lesser keyflame (65.8, 24.4) has a Sparkbug Jar. That gives you a 1h buff to see things hidden in the weeds. As you move from weed patch to weed patch in Stillstone Pond, Curious Sparkbugs will spawn, and eventually, a purple highlighted bug will spawn, which is the pet. The curious sparkbugs despawn when you walk away. Once a curious one spawns, move on to the next patch.
My pet popped pretty quickly and was closer to the large keyflame than I expected.
This pet appears to be appearing as an error as a secondary battle pet. Apparently it was meant to be a treasure item of some sorts in Hallowfall when you are level 80. Odds are Blizzard removes this from wild pet battles in the first major patch update.
I just had the same happening as Animorpher :(
The trap button said "Your enemy pet is not capturable." at the start of the zone.In the Ringing Deeps I'm encountering this pet as a rare backline pet, but when you reduce it's health and try to capture it, hovering over the trap button it says "Your enemy pet is not capturable."
