This species of insect is drawn to the latent energy in shrines, their luminescent appearance adding to the mystique of the places of power.
Found as a secondary in Jade Forest (section: The Thunderwood) when tagging a Bucktooth Flapper at 38.34, 71.47 ( TomTom: /way 38.34 71.47 )
Found as a secondary to a grove viper and there is a whole bunch of primary at Jade forest 36,57 and I found a rare there too
Caught mine as a secondary when I went to battle Nitun. Annoying when you get 2 rares in one battle. The other rare was a (p/p) Spirebound Crab, UGH, I really wanted it but figure I can find another one easier than I could this guy.
Found as a secondary at Isle of Thunder, level 24-25
Kosh is correct 36, 58 there is a little shrine, He wll be the primary. keep tagging them til you get your rare. just keep flying in and out of the area tagging nearby pet battles then go back they will repop.
I just caught this as a rare when it appeared as a secondary to a garden moth by the Arboretum - should help for those who were struggling to find it as a primary :)
Finally captured a rare of this elusive little buggy at 36.58 in the evening time.

Don't have coordinates so will try to say where they are, 2 paths merge in a triangle with river at top of triangle, near where Aethis and Krax'ik spawn, where the 2 paths merge is the shrine, if no pet paws their then battle all surrounding battle pets to the shrine then they will spawn.
Found these guys as 2nds in pet battles all around the temple. Never saw a single wasp flying as the main pet. I caught three rares in about an hour of fighting everything I came across. Sorry but I didn't take coordinence. 1st rare was w/a jumping spider, 2nd a grove viper & 3rd with a temple snake in the Jade Temple. All three were level 25. I feel I got super lucky.
This was my last one for Pandaria Safari. I tried to find one on its own for a while but then resorted to killing and hoping for it as a secondary. I only found poor quality on critter/aquatics in the Arboretum, I wanted uncommon or rare. I went to Dawn's Blossom as some posts suggested and into the bamboo nearby. I found 5 spawns all close together and the last one was uncommon.
36. 58 is the magic spot. I was all over the place trying to catch them as secondary battlers per the earlier posts, but there were Actual Shrine Fly's here. The first one I battled was blue but my Masked Tunaki critted and killed him :( But, the next one I found was blue too! :) There were about 8 in the area.
found 6 at 36,58. - 2x common, uncommon, 2x poor. last and final one was rare! a 7th was seen but i didn't bother since i got rare. basically southeast of crooked hill. to the right of where the two roads converge.
For a while I was convinced these didn't come in rare quality, because after 400+ battles in Jade Forest I hadn't seen one after getting every other Jade Forest pet in rare. But they do. I was doing battles around the Arboretum leveling a pet, when one showed up as a secondary to a Wild Crimson Hatchling.

Yet to find one of these guys, but still hunting! I have noticed though, that alot of pets are still showing as 'grey' (incomplete) in Pandaren Safari, is anyone else having this problem?
Was quite painful to hunt down a rare quality of this Shrine Fly. I basically just engaged all the battle pets around the area where the bigger yellow fly mob (with the same skin) is. Shrine Flies are often support pets in the battles. However must've taken a good few hours of grinding to get a rare to pop up. I suggest getting an addon that tells you the quality of the pets in the battle so you can quickly end the battle if there are no upgrades for you.
Found two of them this afternoon as secondary pets (leopard tree frog and masked tanuki if I'm not mistaken) near Dawn's Blossom. Both are white in quality though.
Took a lot of patience, but in the end I got it as a secondary a bit south if Dookin' Grounds.
It took a while to track this one down... I didn't realize it was somewhat rare. Eventually, it showed up with a Grove Viper.
Show up as secondary or third pet in pretty much in all of The Jade Forest
Showed up as a secondary to a Leopard Tree Frog near Dawn's Blossom.
