These kept phasing for me when I would get close. If you're quick enough you can catch them before they phase. Otherwise, I did find 3 (all poor quality) east of Crow's Crook flight path.

I captured a rare several months ago...put him away and forgot...recently been leveling some and he's much better than advertised...vastly UNDER-RATED...hits hard with P/B with decent speed.  Against aquatics use Hawk Eye then Reckless Strike...big Crits!

Don't worry about catching one, the bot for some reason is always casting buffs on itself and never using them :)

With Sunlight/Love Potion the Golden Dawnfeather has serious staying power while also giving you a 50% boost to the capture window due to Sunlight increasing the enemies health.  It does work in battles as well, combining it's staying power with a team AOE and a basic attack that's either steady and reliable (peck) or punishing against slower enemies.  Combined with a Humanoid like KunLai you can duo almost every WoD battle allowing you to bring along a lowbie pet to level. Underrated.

I think this is the only pet that has 75% crit chance and a heal!!!

A lot of Golden Dawnfeather I've found are poor, never seen uncommon, common or even a rare, so I went ahead and just capture a poor for now.

Finally got a rare today just north of Southport. I followed the road leading north between the Writhing Mire and Axefall, all the way up to Veil Akraz. I killed the non combat dawnfeathers as I went, but I'm not sure if that helped the repop rate.

North of Pinchwhistle really is the place to look, but I saw several scattered around the zone too, so keep your eyes open.  I don't think they're actually all that rare, they just don't tend to be found in large groups.

 

Also, they can do some real damage against the wrong team so make sure you have a pet capable of taking it's hits if your trap fails a lot.  Sprite Darter was perfect.

There are also 2/3 groups at 55,5 . 32,6,  in a clearing called Shattered Rise to the right of Crow's Crook flight point and below the letter "H" in The Howling Crag name on the mini map.

Also found some at 59,0 . 66,9 (slightly North from Pinchwhistle Gearworks.)

Caught my first one at 32, 31.Haven't seen it as a secondary pet to anything in the zone yet either.

 

Edit: Second one sighted near Pinchwistle Gearworks. A signle pet and no others like it nearby.
