Kil'rip, the Laughing Skull quartermaster, can only be accessed through a level 2 Trading Post plot in a Horde player's garrison.
There are no quests or dailies that reward Laughing Skull reputation. Instead, players must kill level 100 mobs in Gorgrond. Areas include: Everbloom Wilds and just west of Blackrock Foundry.

One ogre ritual involves cupping a bone wasp in their hands and shaking vigorously. The venom increases strength and invokes vivid imagery.
You gain rep via kills IF you have trading post OR dungeon weekend go to heroic/mythic auchidoun or everbloom OR the medallions of the legion from the 4 hellbane rares(terrorfist, deathtalon, vengeance, or doomroller). I highly reccomend full clearing heroic everbloom's trash for rep

Caged a Bone Wasp and traded it to a friend, she did not have the associated Laughing Skulls rep nor level 100 Horde character, there is no restriction on learning it from the caged pet.
