This pet drops from the [Winter Veil Gift]. You must be level 10+ to loot this item. This item appears under the Winter Veil tree in Ironforge (alliance) or Orgrimmar (horde) on and after December 25th through January 1st.

If you have Pepe in your garrison, he will eat him! He does a death grip with his tongue and eats him! The present will eat random critters too.

I can confirm that this pet comes as a gift under the Christmas tree in Ironforge during the Feast of Winter Veil 2024.

Under the tree would be my guess; would be a perfectly fitting way to get it.  Guess we'll see...

 UPDATE: Can confirm that it is indeed the Winter Veil gift for 2024 (along with the "box of puntables" toy) under the tree in either Orgrimmar or Ironforge.  (Presumably anyone that misses it in 2024 can get it from the "You're a Mean One..." daily quest in future years.)  Just like the Creepy Crate it will eat critters near it (as well as puntables summoned with the toy lol).
