You can contact someone by looking at their profile and there's "Messaging" near the bottom (Edited for clarity: it's near the bottom of the text, but before the pet score and pets) and if it's checked, a link to the right to contact the person. I've only used it once I think, I usually just go with battletags as most have them listed anyhow.
