I know it's supposed to buff your chance for getting a stone if you haven't gotten a stone in a while. And I'm certain they won't reveal the exponential increase to drop rate for every failed bag. But I'm wondering, does this work across characters?
For example, I am on Character 1 doing a pet battle daily. I open the bag and just junk.
I then login into Character 2 doing another pet battle daily. Do I have a better chance of getting a stone, or did switching characters negate any increase in luck?

I completed 50 pvp wins achievment @ 25 without a single stone. Not sure about bags since Im sick of them.

i heard that its for a character only not account wide so if you switch it negates the effect

I have to say before patch 5.3 I only got 1 battle stone out of 50+ battles with trainers. After I started pet battling during 5.3 I have already received 4 stones out of roughly 30 pet tamer battles. So I think it is in effect, just keep going after tamers and you should get some stones.
Out of wild battles, I have received one pet stone out of hundreds of battles, so I wouldn't bank on those.
